Have to restart server to reload a page?

will
In my local machine, I make a change to a page, I reload the page, the page doesn't update. I have to stop the server, restart serve, then then the change on the page happens.

It's just very tedious to have to stop and start the server to refresh a change.

I'm on Windows.

Yes you have restart the server.  On unix this just means ctrl-C, up arrow (to get the last command), and enter.
